The objective of this study was to develop Nutrition and Health Quality Index (NHQI) and Community Live Quality Index (CLQI). Percentage of malnourished children underfive year and live expectation were selected as component of NHQI, while eight variables i.e. percentage of victim crime households, percentage employed women, malnourished children underfive year, live expectation, income per capita without oil corrected by gini ratio, percentage of poor villages (rural and urban) were selected as component of CLQI. The range of NHQI and CLQI are from 0 to 1, where 0 is the worst and 1 is the best. The index can stand as rank and they are comparable among time. Using province data of 1990 to 1993, NHQI of all province range from 0.59 to 0.85, while the CLQI range from 0.43 to 0.72 where for both NHQI and CLQI, Nusa Tenggara Barat is the worst and DKI Jakarta is the best.
