The Idea to Organizing Health Education Unit at the Central Level (Gagasan Pengorganisasian Unit 'Health Education' di Tingkat Pusat)
Based on Health Ministrial Decree No. 558/1984, there are two units at the central level which deal with health education activities, i.e. Pusat Penyuluhan Kesehatan Masyarakat (Pusat PKM) with directly reports to the Minister of Health and Direktorat Bina Peran Serta Masyarakat (Dit. Bina PSM) which reports to the Director General of Community Health. The two units are assigned to do more operational activities than guiding functions as they are supposed to do. The Pusat PKM is doing more mass communications and the Dit. Bina PSM is doing group communications and community developments. According to theories of health education, there should be comprehensiveness, sinergy and good coordination of three approahes of health education, i.e. direct communication (mass and group communications), community organization, and indirect communication (training of health workers, supervision, etc) for the health educations activities to be more effective and effisicient. Therefore this paper suggests a simplification in organizing health educations at the central level, by creating only one unit, which will be responsible for guiding the operational units (health centers, hospitals, training centers, etc.) in doing direct communication, community organization, and indirect communication. The place of this unit should be very close to the Minister of Health and directly report to him, because the unit should cover the interests of all the Ministry of Health Units.
