Analisis Implementasi Kebijakan Jampersal di Dinas Kesehatan Kabupaten Sampang (The Analysis of Jampersal Implementation in Sampang District Health of fice)
The local governments responded to Jampersal programme having variation. The implementation of Jampersal program expected to follow the technical guidelines, its mechanisms for the fund channeling district’s regulation. The study was conducted in Sampang district due to its community health development index (IPKM: Indeks Pembangunan
Kesehatan Masyarakat) the lowest in East Java Province or ranked 426 th out of 444 districts in Indonesia.
It aimed to elucidate the implementation of Jampersal policy by Sampang District Health Office.
This was an observational study with a cross-sectional design in March to December 2012. Data were collected by indepth interviews and secondary data search. The analysis were descriptively.
The policy on Jampersal is supported by Bupati (Major) regulation No. 39 Year 2012 on the Technical Guidelines Jamkesmas and Jampersal Programs at the Firts Level of Health Facilities. Jampersal services are provided by health centers and the networks private midwives or independent practice midwives that signed Memorandum of understanding) with the District Health of fice, not just at health facilities. The facility revenue was 100% remitted to the local government. Returns services revenue to the health centers were 75% of service charge
and 25% of infrastructure services, while for midwives having MoU was 100%. Jampersal programs should be socialized through regular meetings at the District of Healths, health centers and inter sectoral meetings. The utility of services Sampang district related to maternal and child increased during year 2009–June 2012.
The implementation of Jampersal programme in Sampang District runs well and in accordance to policy, the Bupati (Major) regulation.
To increase work motivation, midwive should be allowed to pursue Memorandum of Understanding (MoU) with District Health of fice on Jampersal programs.
