Pergerakan Program Penanggulangan Daerah Bermasalah Kesehatan (PDBK) dan Indikator Mutlak Kesehatan di Kabupaten Sampang (The Movement of Countermeasures for Districts with Low Health Status (PDBK) Programme and Absolute Health Indicators in Sampang)

Countermeasures for Districts with Low Health Status (PDBK) Program is issued to be a breakthrough and extraordinary program to overcome the bottleneck of health service delivery program in Sampang. Based on Indonesian Community Health Development Index (IPKM), Sampang rank was 426. The model consists of a conference (Kalakarya) related to efforts to achieve absolute indicators of IPKM in Sampang. The conference issued follow-up agreements to do activity called Under-five Weighing Action (Operasi Timbang Balita) in Sampang year 2011.

This study was operations research with mixed qualitative and quantitative approaches. It was conducted in September 2011 to November 2012 in Sampang, East Java. The locations were 7 health centres such as: Banyuanyar, Kamoning, Sreseh, Kedundung, Camplong dan Robatal. The variables were observed and assessment of coverage for health absolute indicators was
determined by weighed infants, level of community participation (D/S), infant malnutrition coverage, and health service efforts such as: infant’s visit coverage (KN1), prenatal visit (K1 & K4), delivery visit by health workers (LINAKES).

Under-five Weighing Action done simultaneously in each posyandu can elevate the level of community participation (D/S) in Sampang for 80% as well as identifying 12,100 cases of infant’s malnutrition. The result for the coverage of health service indicator such as neonates visit (KN1) and prenatal coverage (K1) showed 90%, although prenatal visit coverage was 70%.
Besides, prenatal visit coverage (K4) increased at 90%. In addition, there was a replication of kalakarya at health centre and posyandu levels. At health centre level, kalakarya had evaluated and discussed the implemented health programme to achieve health indicator (% D/S, K1 & K4, KN1, basic immunization for under-five). Likewise, kalakarya at posyandu level with the follow up evaluation was still low (% D/S).

Continued and specific monitoring also program’s evaluation which are appropriate with geographycal, topography’s conditions and the spesific conditions of each area in the Sampang district is necessary.
