Voluntary Counseling and Testing (VCT) is a prevention strategy and gateway to treatment and case management services, support, and treatment for people with: HIV/AIDS, so that the smooth service and the availability and adequacy of existing infrastructure in the VCT Clinic becomes important to be met. This type of research was explanatory research with cross sectional approach. Quantitative data were collected from questionnaires with interviews and qualitative data with in-depth interviews. Respondents totaled 126 people from groups at risk of HIV/AIDS that visited six VCT clinic and 17 officers in six VCT clinics that has been selected by purposive sampling. Data were analyzed by descriptive and content analysis. VCT services (69.0%) and VCT's infrastructure (58.7%) are considered good. Service is still lacking in terms of both the counselor (number and language counselor), and the waiting time to see a counselor. Facilities and infrastructure that is not good are: there is one door in the counseling room, no hand washing facilities in a blood sample, no flow of information boards VCT services, [acilities not yet complete, and no suggestion box in the waiting room. Information and education, evaluation, skills enhancement and personal approach to VCT staff and completeness VCT clinic infrastructure is still needed
