The need estimate for the doctors at 2007-2010 is 70.782 person and dentist 25.953 persons. With than the amount to prepare until 2006 year the doctors was 44.584 person and dentist 11.289 person. So that the estimate until 2010 year to increasing necessary needs the doctor opinion 6500 persons, dentist 3500 persons every years (Development and Influence Human Resources of Health Services, Department of Health RI, 2007). The want completed and consequence boundary the formation, the government in the district for the research that the recruitment with the contract system. The aims for the research was to be analysis for the policy the doctors and dentist placement in district: Sumenep, Bondowoso, Badung, Karangasem and Kediri town.

The research design is descriptive, the data taking cross sectional method. Research population was The Employe District Services (BKD), Head Officer of Health in District, the second person in officer of health, Human Resourses in officer of health for 5 the district reearch. To take the sample was porpusif random random sampling.

The research amount was the policy difference for the Ministry of Health decree number 1199/MenKes/PER/X/2004 and number 1540/MenKes/SK/X/1/2002, within the Ministry of Health decree number 1199/MenKes/PER/X/2004 to include the measuring contract for doctors was given allowance practice and to produced part the contract.
