Studi Pengembangan Model Intervensi Peningkatan Konsumsi Garam Beryodium dengan Pendekatan Lokal di Kecamatan Berandem, Kabupaten Karangasem, Provinsi Bali
odine Deficiency isorder (IDD) is a main nutritional peoblem in Indonesia. The problem spread throughout provinces including Bali. Acording to Goiter Map of Bali 1998, there were 4 endemic district areas. Those are Bangli (mild), Karangasem (moderate), Buleleng and Denpasar (mild). Although Karangasem is classified as moderate category, there were three sub districts in severe category. Those three were Kubu. Bebandem and Rendang district with prevealence of ID 73,9%, 63.4%, and 48.3% respectively. Salt Iodination Program has been performed for more than 29 years in Indonesia, but the coverage is still low. According to”KADARZI” monitoring, by the year 2004 household who consumed iodized salt were 65.81% inKarangasem and 71.9% in Bebandem. The coverage was still below national coverage (73%) and Universal Salt Iodination target (0%). Theoretically, there are three behavioral factors and non-behavioral factors that influencing the coreage. These those behavioral factors are predisposing factor, enabling factor and reinforcing factor. This study was divided into two steps. In step I, the aim of the study was to identify factors that influence the coverage of household consumption on iodized salt and to create a model intervention program in Bebandem District of Karangasem. The aim of study in step2 was to evaluate the effectiveness of the program. The study design of step 1 was a cross sectional study of 330 househod samples, store owners, food vendors, policy makers and local government workers. Data collecting used combination of quantitative method. The study shows that 20% of households conseholds iodized salt. Factors that influencing the coverage of household consumption of iodized salt were lack of household knowledge relating iodized salt and IDD, low perception about iodized and IDD, lack of iodized salt availability in community and market, lack of regulation of iodized salt distribution. It is suggested that model intervention program proposed is Community Empowerment Plus Model.
