Comparation of the Three Methods to Measure the Household Environment in Urban Areas (Membandingkan Tiga Cara menilai Masalah Lingkungan Tingkat Rumah Tangga di Perkotaan : Studi Kasus di Jakarta)
In order to contribute to the environment improvement in urban areas, three methods to collect data about environment problems in urban areas were tested with he purpose to have experiences to implement the three methods such as standard survey. Rapid participatory appraisal and contingency valuation method, this manuscrip explains how the three methods were implemented at urban slums areas in Jakarta. It also discusses the usefulness of standard questionnaire, rapid participatory assessment and contingency valuation method based experiences in urban area of Jakarta. It discusses the target population which fits for each method, advantages and disadvantages, requirement for researchers, and type of information are collected for each type. It is concluded that standard questionnaire is useful to formulate a problem at macro level such as city level or specific community such as slum area. Data was collected through standard questionnaire survey that may be used as an input to formulate policy on environmental health and housing. This method is useful to collect base line data and to evaluate an achievement of some programs. Rapid Participatory Assessment is useful for formulating a problem and alternative solution with the community participation. It may be used to involve community in urban areas not more than three neighborhood. Contingency valuation method is a method to assess willingness of community to participate in solving some problems by paying for the improvement. In formulating the environmental problems, it is suggested that at the beginning Standard Questionnaire Survey was applied to formulate a policy and program. While in designing and implementing a program at micro level, RPA should be applied at the planning phase, implementation phase as well as evaluation phase. CVM is a method of measuring the community participation in the improvement of the program through the willingness to pay.
