The Quality Assurance Programme and Its Impact through the Quality of Hospital Based Long Term Contraceptive Services (Pelaksanaan Program Menjaga Mutu dan Dampaknya terhadap Mutu Pelayanan MKJP di RS)
In order to further improve the quality of hospital based long term contraceptive services, an operational research study regarding the quality Assurance Program (QAP) was carried out in 12 selected Jakarta hospitals that provide long term contraceptive services. The study design was quasi experiment, using the one-group pretest and posttest design. It was devided into three implementation phases, namely program intervention, implementation of QA activities, and evaluation of the results. There were two methods of data collection used, in the valuation phase, namely interviews with 117 members of the QA team, and the review of all recording forms of QAP available in each studied hospital. The results of the study show that in general there was no difficulties in implementing all program intervention activities, except for the one that requested activities, except for the one that requested active participation from the hospital staff. It was noted that out of 12 studied hospital that had introduced QAP, nine were able to complete all QA activities. There were seven factors that influence the successful implementation of QAP, namely the role of the team leader, the responsibility of the QA members, the team works of QA team members, the interest of QA team members, the attention of the hospital directors, the good cooperation with the facilitator, and the amount of supervision from the hospital director. On average, each hospital needed 31.8 working days and requested Rp 2,330,000, to accomplish all QA activities. The successful implementation of the QAP will have a positive impact towards the improvement of service quality, shown in this study by the decrease in the magnitude of problems encountered from an average of 45.8 percent before the implementation of QAP to an average of 11.2 percent after the implementation of QAP.
